Today, the 17th of September, the opening of the assembly of the Russian Diaspora Coordination Council was held at the House of Parliament in Bucharest, Romania. The assembly was aimed at preparing the World Russian Diaspora Congress, which is to be held on the 1st of December in Moscow, and was opened by personalities such as the Russian Ambassador to Romania, His Excellency Mr. Aleksandr Churilin, Mr. Miron Ignat, President of the Lipovan Russian Community in Romania and deputy representing this minority in the Romanian Parliament, the Russian foreign affairs vice minister, Grigory Karasin, and the chief of the Departament for Russian Compatriots, Aleksandr Chepurin.

Fermée à double tour il y a vingt ans, la frontière russo-chinoise, un pointillé de 4 192 km sur la carte, est, quand on la regarde à la loupe, le théâtre d'un incessant va-et-vient. Vingt et une "portes" commandent l'ouverture des mondes slave et asiatique. L'une d'elles, le petit poste-frontière de Pogranitchny, au coeur d'un vallon boisé à 200 km de Vladivostok, ne chôme pas. Douze heures par jour, il laisse passer touristes, commerçants, étudiants, en route vers "l'autre côté". Depuis 2001, les résidents russes et chinois des provinces frontalières n'ont plus besoin de visas pour traverser, à condition qu'ils voyagent en groupe, ce qui n'est pas fait pour les contrarier. Pour environ 5 000 roubles (103 euros), les gens de Vladivostok achètent un "shop-tour" pour Suifenhe, 200 000 habitants, la première ville chinoise juste après la frontière, véritable temple de la consommation.
